I am having the same issue with my MX Master 1. In my case, it seems like that Logitech Options + goes to sleep or something after a certain idle time. I say this because I feel the scroll mode change the first time I press the scroll mode change button even though I have assigned it to be the desktop change gesture button. I don't believe it is a bug on the device's end, since this bug never happened while I used the older Logitech option app.
