    Further development: when Google Chrome is the foreground application, smooth scrolling works as intended on all other applications. This occurs on both my laptop, desktop both of which have my MX Master 3 paired to them.

    The desktop is connected using the packaged-in Unifying receiver, and the laptop is connected over Bluetooth.
