Due to incredibly small built-in SSD sizes in many current Apple Mac platforms, many macOS users move their home directories and create Applications folders on external drives. Logitech Options++ currently refuses to be installed (or to run for that matter) from external drives (like mine). I simply do not have the space to devote to poorly architected macOS compatible third party systems like yours, of which, will cause me to delete the bits from my built-in drive soon, and sell my two MX Master mice on the web. Good riddance.
