set all notifications to off by default.

I have this program so that i can change the key bindings on my mx master 3 not so that i can chase my own tail across the internet for 3 hours trying to figure out why my caps lock button is causing an irritating pop up to appear on my screen.
this is not a feature which should be on by default, in fact why is this even a feature in a program which manages hardware?
