Implement smooth scroll on thumb wheel for other app too just like that in the browser (chrome). When you scroll in the browser (horizontal) it's so smooth, but when scroll in other programs it's scrolling by steps. But what it's interesting. If Chrome is the active window and you point mouse somewhere else (another program) then you can scroll smooth too, but then if click there so the active window change to that "another program", then smooth scrolling turn to off.
