When Logitech Options is installed across any of my Win10/Win11 PCs, when trying to shutdown/restart a "This app is preventing you from restarting." message appears. The name of the program is only given as "t", however it appears tied to Logitech Options and only appears on machines where Logitech Options is installed.

Searching the internet, a number of other people have this same issue.
