The MX Keys (Business)'s volume Up key is always active, regardless of the Fn button priority. When F function keys are set to default (F1, F2... instead of media keys), I would expect the Volume Up key to be active only when used in conjunction with Fn key, for consistency and to avoid changing volume level while trying to type on the F12 key.
