app-specific settings that are not specified should be inherited by the global settings.
So that if I son't specify the behavior of a button for eg. in Photoshop, and I change that button in the global settings, the behavior of that button will automatically change also in photoshop accordingly. Instead, if I specify a setting in Photoshop, then it will override the global setting and will not change if the global changes.
