私の場合はMacからWindowsにCtlを押しながら移動させると同様の事象が１００％発生します。Smart Action とかAIとかの追加機能を入れ始めたあたりから発生するようになりました。PCを切り替える度にShift＋Ctl＋Delを押してESCでキャンセルして解消しています。Flowの意味が全くありません。
