    If I change the windows regional settings to "United States", Logitech Options+ starts. After that, I was able to switch back to default formats and it still works. Even after uninstalling, cleaning logitech folders, re-booting and re-installing Options+, it still works.

    Therefore I suspect that there is a combination of issues. Possibly the last windows update might have changed something in local settings (although not visibly) + logitech options+ seems to have issues with wrong/missing/undefined/unexpected format settings. Changing windows regional settings back and forth seems to fix this.
