Please compare, what the Craft (keyboard) wheel does in Photoshop´s history panel to what the Dialpad does.
Example: Activate the move tool in PS and make a brightness/contrast adjustment layer via Craft´s wheel. It makes a single history state called "Craft: Brightness/Contrast and a number/value)". The dialpad, however only can make an adjustment layer, but you cannot use the Dialpad to adjust that layer. And if you use the action ring, but this time with brightness/contrast directly, without adjustment layer", you get a big number of history states, which is very, very bad!
