I have to keep Logi Option+ running pretty much all the time to maintain customizations for my mouse, and to keep Flow working between 2 computers. Many, many times I can see the mouse changing to inactive even as I am moving it around on the computer where this is happening. It sometimes becomes inactive while moving the mouse (not between computers), even after just a couple of seconds. It is WAY too quick to inactivate.
