Update to the bug, it occurs due to a walk around to another issue with option+; if one may notice when windows shutdown there sometimes stuck with a software preventing shutdown called "t" which is called out by other user that is a consequence of the option+ software. the walk around of using regedit to force kill service after custom set timeout would force kill the "t" software, at the cost of option + not remembering device settings. After I let the "t" software unrestricted timeout to stuck my shutdown, the option + can remember devices setting again.
