Is there any option to lock the 'Fn' key without installing any software on Windows 10?

I can't install Logitech Options software or any other software tools and scripts in my work laptop because of restrictions.
Also I have tried several solutions to this problem with combinations like (Fn + Esc etc.) but none of them worked for me.

I need to use the function keys on default.
There should be some shortcuts for the K380 on keyboard.
Is there any solution to this problem ?
