Unable to Scroll Inside Apps on iPad Via Universal Control from Mac Pro With Logitech MX Master 3 Mouse

Scenario:
iPad Pro is connected via Apple USB-C data cable to Mac Pro. Both iPad Pro and Mac Pro are signed in to the same Apple ID, and both are connected to the same Wi-Fi network. iPad Pro and Mac Pro are about 12 inches away from each other.
Expected behavior:
From master device (Mac Pro 2019) using Logitech MX Master 3 mouse, move mouse to left side of Mac Pro screen to engage Universal Control on iPad Pro (12.9-inch) (5th Generation).
While controlling iPad via Universal Control with Logitech MX Master 3 mouse from Mac Pro, open Safari on iPad Pro, by clicking the Safari icon in the Dock.
Navigate to web page with content beyond the visible page (i.e. you must scroll to see more content). Example: Instagram.com
Scroll (“Natural” direction) down on web page using the scroll wheel on the Logitech MX Master 3 mouse.
Safari page should scroll up and more content becomes visible as the page content moves up.
Actual Behavior:
Step 5: No scrolling action occurs. Safari page does NOT move up or down using the scroll wheel on the Logitech MX Master 3 mouse. No visual response from web page.
Troubleshooting steps tried:
Force quit Safari - Same result as above.
Restart iPad - Same result as above.
Restart Mac Pro - Same result as above.
Turn off Logitech MX Master 3 and then turn back on - Same result as above.
