Unable to disable default mode

iMac Pro Big Sur
In Options+ when I switch the top middle button from the default 'Shift Wheel Mode' to 'Do Nothing' (or any other control) it still changes the Shift Wheel Mode when I click on it. I am unable to disable the default setting. I have removed all individual apps and am only using Global. Thank you for your help.
